The Speaker waived the Labor & Commerce Committee referral for                                      
the following at the request of Representative Anderson, Chair:                                     
                                                                                                    
     HOUSE BILL NO. 429                                                                             
     "An Act reestablishing the Department of Community and                                         
     Regional Affairs; relating to the Department of Commerce,                                      
     Community, and Economic Development and to the membership                                      
     of various boards and commissions; and providing for an effective
